Declaration and Declaration of Integrity Zone Development (ZI) at the School of Electrical and Informatics Engineering (STEI) ITB

Bureaucratic Reform is an integrated effort so that the government system changes for the better. These efforts must be a joint commitment and continuously carried out by all elements in the organization and organizational stakeholders, so that deviations can be avoided early on by increasing integrated supervision. In line with the interests of developing modern institutional governance, the Government has issued a Regulation of the Minister of Administrative Reform of the Republic of Indonesia Bureaucratic Reform Number 11 of 2015 concerning the Road Map of Bureaucratic Reform 2015-2019 and Presidential Regulation of the Republic of Indonesia Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010-2025 that in order to accelerate the achievement of good governance, it is necessary to reform the bureaucracy in all Ministries/Institutions/Local Governments.

The School of Electrical and Information Engineering (STEI) ITB is a unit appointed as a pilot project within the Bandung Institute of Technology for the implementation of Bureaucratic Reform through efforts to build an Integrity Zone Free from Corruption (WBK) and a Clean and Serving Bureaucratic Area (WBBM). Several efforts in carrying out the development of the WBK/WBBM ZI include planning, implementing programs and continuous evaluation of the WBK/WBM ZI development so that all elements in the STEI-ITB environment can actually implement them.

The development of the WBK/WBBM STEI-ITB Integrity Zone refers to the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform Number 52 of 2014 concerning Guidelines for the Development of an Integrity Zone Towards a Corruption-Free Area and a Clean and Serving Bureaucratic Area in Government Agencies as well as the Regulation of the Minister for Empowerment of State Apparatus and the Republic of Indonesia Bureaucratic Reform Number 10 of 2019 concerning Amendments to PERMEN PAN-RB No. 52 of 2014 concerning Guidelines for the Development of Integrity Zones Towards a Corruption-Free Area and a Clean and Serving Bureaucratic Area in Government Agencies.

The next step focuses on the development of Risk Management along with improving Business Processes from level 0 (ITB Center) while taking measurements according to PermenPANRB No 26 of 2020 concerning Guidelines for Evaluation of the Implementation of Bureaucratic Reform. Some of the best practices are referred to by the Minister of Administrative and Bureaucratic Reform, including the SPIP Maturity level assessment, IACM, SPBE Index. The implementation of PP60/2008 SPIP based on COSO’s Internal Control Framework will facilitate ITB in achieving its vision and mission in a sustainable, integrated, transparent, accountable, and risk-based manner.
