Liputan6.com, Jakarta - The widespread circulation of negative content on Indonesian websites recently is inextricably linked to the free flow of internet content. Consequently, the flow of internet content in Indonesia is arguably difficult to monitor.

According to BRTI Commissioner Agung Harsoyo, who is also a lecturer at STEI-ITB, the government must work together to address negative content circulating online. Therefore, he suggested that Indonesia must be able to "lock" a number of "gates" to the entry of negative content into the country.

Agung stated that Indonesia still has many loopholes for negative content to enter. He compared this situation to that of China. He believes the Chinese government's approach to handling negative content is more responsive than Indonesia's. Why?

"Indonesia has a social media architecture that is generally different from China," said Agung at the Indonesia Technology Forum seminar held at Balai Kartini, Monday (28/8/2017).

Agung continued, explaining that every city has access to content. Indonesia itself has 14 international gateways. This means that if the government wants to control internet traffic, it must consider these 14 gateways.

"We have access with many doors and windows. Architecturally, Indonesia is clearly different from China. They only have one gate, so monitoring is easier," said the man who also works as a lecturer at ITB's School of Electrical Engineering and Informatics.

The negative content that often appears in Indonesia includes fake news (hoax) and acts of bullying (bullying) which leads to division and the integrity of the nation and state.

The government, represented by the Ministry of Communication and Information Technology (Kemkominfo), has launched a plan to reject negative content since June 2017.

The Ministry of Communication and Information Technology is also collaborating with the Indonesian Ulema Council (MUI) to raise public awareness of the negative content on social media.

The MUI itself has also issued a fatwa on legal guidelines and guidelines for conducting transactions on social media.

"This fatwa is a manifestation of the ulama's responsibility for their immaturity in using social media. Therefore, this fatwa is not merely a form of assistance to the government, but also a form of responsibility from the MUI," said Asrorun Ni'am, Secretary of the MUI Fatwa Commission.

Furthermore, Ni'am said that the MUI specifically dug up information from existing regulations, understood current issues, including asking for expert perspectives to create the fatwa.

"This fatwa was developed from a holistic approach, including support from the latest research. Therefore, in addition to the halal-haram issue, this fatwa also provides guidelines for conducting tabayyun," he concluded.
