Fast and accurate access to information is a crucial step in implementing a global development initiative system. This is supported by technological advances that require countries to make profound changes to their information systems, particularly government data. The gap in information distribution can have a significant impact on development implementation, as only a small number of people benefit from clear access to information. Currently, the Indonesian government is actively implementing policies. open data or information transparency through information technology-based media, such as government websites. This policy is seen as capable of encouraging the creation of an open, transparent, and accountable government.

Following up on the implementation of this policy, the Software and Data Engineering Expertise Group (KK RPLD), STEI, ITB in collaboration with Sinergantara held a workshop entitled Open Data for Development (Data4Dev). The event was held on Tuesday (May 20, 2014) in the Seminar Room, Benny Subianto Building, ITB. The workshop was also attended by Drs. H Suyoto, M.Si (Regent of Bojonegoro Regency) as the Head of the Department of Public Relations. . at the event, while other speakers included Widi Heriyanto (Founder Sinergantara); Ilham Cendekia Srimarga (Sinergantara Project Manager); and Marianto Jatna (Assistant Head of the Presidential Working Unit for Development Monitoring and Control - UKP4 Indonesia). In its concept, the workshop focused on sharing experiences regarding the implementation of the Open Data initiative in a number of agencies and the utilization open data in assisting the development process and improving public services.

Currently, Indonesia is actively implementing the movement Open Government Partnership (OGP), an international initiative that encourages governments to collaborate and be open with the public regarding information transparency. This encourages central and regional governments to aggressively reform their information systems to achieve public trust. This is often supported by open data policies based on access to information.

In his explanation, Drs. H Suyoto, M.Si, better known as Kang Yoto, explained that there are several aspects to achieving comprehensive data transparency, namely fiscal action, active communication, and clear development principles. Fiscal action is an action that is more directed towards deliberation or discussion with the community regarding regional development plans, budget publications, and soliciting public input. Meanwhile, the communication and development aspect is clearly more directed towards techniques for collaborating with the community, and efforts to voice data so that the public can be aware of it.

Transparency of government data, particularly regarding state budget (APBN), is considered crucial for every region to implement. This concept aims to achieve open, transparent, and accountable governance. Furthermore, according to Kang Yoto, this concept can foster public trust in the government and attract investors to collaborate in regional development. This often fosters long-term development planning.

Kebijakan open data requires the creation of transparent access to this matter. In his presentation, Widi Heriyanto as Founder Sinergantara has published a computer application that supports this transparency access. The application is called Game My Villagea land modeling application with implications for developing detailed development plans. The application was designed to assist governments in designing regional development plans, supported by 3D technology, and also estimate the budget required for such development. The application is connected to satellites, which directly record the actual land structure of the proposed development, then display the map in 3D within the application.

This application also promotes transparent development planning. During field surveys, the Sinergantara team invites the public to inspect the proposed development areas. The application also provides the public with information about the proposed budget. This fosters an active communication network that will enable the implementation of a transparent open data policy.

Tantangan Kebijakan Open Data

Open data Open data can be applied in various fields, from transportation data, statistics, finance, weather, the environment, and geospatial data. The implementation of open data opens up broad access to data for analysis, predictions, policies, and decision-making processes. The use of open data in developing countries contributes to supporting transformation and development. However, on the other hand, there are local challenges in its implementation, such as access to technology in non-urban areas, particularly in rural areas. This lack of information technology will hamper the implementation of these policies.

Indonesia, as a country actively implementing this policy, must be supported by technological advancements and widespread internet access. Open data policies, as the foundation for transparent government implementation, will enable the creation of a global nation fully supported by its citizens. Therefore, significant efforts are needed from various government sectors, particularly technology, to foster open, transparent, and accountable governance.
