She completed her undergraduate studies in Informatics Engineering at the Bandung Institute of Technology and pursued a Master's degree in Management at Gadjah Mada University (UGM), with a thesis on the use of Artificial Neural Networks to predict corporate bankruptcy. Outside of academia, Windy is actively involved in various national strategic projects focused on digital transformation and the application of AI technology in Indonesia. Some of her projects include the development of a modern container terminal, a national digital tourism marketing platform, and various other large-scale information technology projects.

Since 2017, he has been active as part of the Support Team for the Movement Towards 100 Smart Cities in Indonesia, initiated by the Ministry of Communication and Digital, assisting city governments in the planning and implementation of data- and technology-based smart city policies. He is also trusted as an assessor in the implementation of the Electronic-Based Government System (SPBE) in various government agencies under the coordination of the Ministry of Administrative and Bureaucratic Reform.

In the field of national human resource development, Windy led the team drafting the Indonesian National Work Competency Standards (SKKNI) for various strategic fields, including Artificial Intelligence, Data Science, Software Development, IT Management, and IT Audit, in collaboration with the Ministry of Communication and Digital and the Ministry of Manpower of the Republic of Indonesia.
